Ballast 1 is not dimming using the Profilux EVG-AP-2F

It appears that the problem lies with the EVG-AP. I was able to test voltages in the wiring today. The black wire is putting out 11.5V. The brown wire voltage does change with dimming. 5.5V @ 50%. 9.96V at 100%. 3.2V at 25%.

Maybe there is a short circuit between Pin 1 and 2 of X105. Have a look at the bottom side of the circuit board, maybe there is an unwanted solder bridge at this pins.
