Maybe, maybe not. It depents on the spec of the LEDs. The drawing in the manual is only an example.with this form I can control 16 LEDs 3W at 700mA?
If a row of four of your LEDS could work @ 17,14V with 700mA it will work.
In all cases you have to respect the limits of the controller:
Permitted input voltage range 6V … 18V -> means: not more than 18V
Max. current per channel or in sum 3A -> means not more than 750mA per row if you have four rows.
Even if it´s low voltage: If you not really know what you are doing or if you are unsure, don´t do it yourself.
