Level Sensor Options

Ok here is what I would like to do:
I have three level sensors
Sensor 1 - High Water Level
Sensor 2 - Normal Water Level
Sensor 3 - Low Water Level

In normal operation I would like Sensor 2 to control my ATO. Sensor 1 would also turn off my ATO if it is triggers (just like the two sensor ATO). Sensor 3 would be leakage detection (Will send an alarm and turn off something if trigged).
This is all fine but here is where it gets compicated
I would also like to add Automatic water changes into the mix. so on a water change event sensor 3 would act as my low water level for water change so I would drain the water till sensor 3 triggers then fills up with salt water until sensor 2 triggers.

Anyone know how to do this? I have tried but It looks like I need another two sensors to do it correctly.

this is really very complex and special, I can`t see any way to do this with our firmware.
