If it has an external driver module, it may be possible to in between the cable from driver to tube. If it´s possible or not depends on technique the driver is using (constant voltage: possible; constant current: impossible) and the used voltage
If it has no external driver module (=build-in one), it is very difficult due you have to modify the tube.
In any case it´s a DIY solution and general electric knowledge is mandatory.
Wirus is right. Without a control interface it isn't possible. The usable voltage for LEDControl4 active is up to 18V DC
