Lights (TL and LED) flash when turned on

Both my TL's (akva stabil, directly connected to L-ports) and my LED RGB-bar (connected to LED4active) flash when turned from off to minimal light setting. With 'flash' I mean go from 'off' to some higher light level and then slowly return to the setting they are supposed to start at.
Any one else has had this experience / knows how to solve?

I think you can't change this

the ballasts resp. the drivers need some time to stabilize

only a replacement of these devices could change the behaviour, but I doubt that this is a reasonable option
