Thunderstorm programmable logic HELP!!

Dear all,

I have a AC(110V) LED strip and I assign it on S4
My main lighting is a dimmable T5 and I assign it on illumination 1.
I also set thunderstorm simulation with illumination 1.
We know the illumination 1 will dark when it enter thunderstorm simulation.

I hope the AC LED strip tune on and tune off with illumination 1 .
And when illumination 1 enter thunderstorm simulation then AC LED strip can tune off and make thunder flash.
And when illumination 1 exit thunderstorm simulation then AC LED strip can tune on.
How to use programmable logic to do it?
