I guess it´s due limited resources and other, higher priorities.

In any case, the target for the SMS unit is different to a push mail system due the SMS unit with its build in battery also does its job and send an alarm if nothing else is working anymore due power outtake. You may have the same effect with an USV, but this is only possible with external device(s).
