Number one ballast wont dim

Hi There,
I have just finished upgrading my ATI sunpower lamp to dimmable ballasts and have wired in a EVG-AP-2F-HC. The light unit is 6 bulbs. The blue bulbs come on at full power and dont dim even in manual mode. The other 4 bulbs come one at 1% and power up to 100% no problem. Have i missed something here. I have tried them on manual starting at zero and working up to 100%. Unit is profilux 3.1 N

I have been thinking. Could i have wired the 1-10v + and - cables wrong way round. If i wired the - into the plus would this result in the light coming on at full power and not dimming.

Sorry ok now. One of the cables had come loose in relay box.
