DALI (digital adressable lighting interface) is a digital bus-system for connecting lamps and controllers.
The brightness information is transmitted digitally, all devices in a DALI-system have different addresses.

When a DALI-device doesn't receive brightness informations over the bus for more than 1 s the fallback brightness value will be restored, in most cases 100 %.

The result is a "flashing" of the lamps in case of a bad data transmission.

How to avoid data transmission problems:

1.) all devices must be grounded
2.) keep the wires short, the thicker the wires the better are the transmitted signals
3.) the DALI control lines should be kept far away from critial wires, e.g. the wires to tubes
4.) use shielding of the control lines if transmission problems occur
