Also, can anyone tell me why the plastic screws that hold the brackets to the tank have to be on the inside rather than the outsideof the tank ?

Yes, that is correct.

The screws are placed that away to accommodate the varying distances people keep their tanks from the wall.

Is it possible to change the brackets round so that the screws are on the outside of tank? If so how?
The mesh cover I have fitted to the tank cannot be seated properly with the screws on the inside.

It would not be doable without modification which is something we do not recommend.
