How should I clean them and rebuild them? Is there a lubricant I should put back on to the rollers?

Most of that dust should wipe off with any cloth.

If some parts are harder to remove, soak in 50/50 mix of warm water and vinegar for a few minutes, then wipe dust off with any cloth.
